Our strategy to rid society of guns whose lethality make them too dangerous for civilian ownership and use consists of two steps.

Step No. 1 - Legislate a ban on the sale of certain semi-automatic handguns in enough jurisdictions to build a national awareness of the importance of such regulations. 

The legislation could either prohibit the purchase and ownership of such guns, or it could be a licensing process which would effectively eliminate most purchases.

Step No. 2 - Move into the federal legislative environment and legislate a ban on the sale and ownership of such weapons - an ownership ban being accomplished with a mandated buyback program.
